
Key Responsibilities and Accountabilities
- Provide security guidance, technical support, and advice to UN Women offices at the country, multi-country, and regional levels, including senior management.
- Approve organizational missions and participate in the creation and implementation of UN Women’s security policies. Interpret and review existing security policies.
- Manage security evaluations and provide recommendations for Residential Security Measures (RSM) and other security protocols to protect UN Women personnel. Keep track of emerging security threats and assess their impact on personnel, assets, operations, and programs.
- Offer proactive advice and recommendations to the Global Security Adviser and Senior Management regarding effective risk prevention and mitigation strategies.
- Provide remote security support to UN Women offices, personnel, programs, and projects as necessary, particularly during emergency situations outside of designated duty stations.
- Support the implementation of online security assessments and assist UN Women Security Focal Points.
- Oversee comprehensive security assessments, ensuring proper documentation and actions are taken to mitigate identified risks.
Liaison and Coordination
- Liaise with national and local authorities, military, police, NGOs, UN entities, and other non-state actors to maintain security within assigned regions.
- Actively participate in local and regional security community meetings, such as IASMN Working Groups and other security forums, to advocate for gender integration into security and risk management.
- Represent UN Women at security meetings, workshops, and conferences, providing expert advice and contributing to the development of security protocols and procedures.
- Maintain a network of security professionals and provide an advisory presence at UN security management meetings.
Security Information Management
- Collect, update, and share security information with relevant stakeholders through the internal security portal and regular communications with Security Focal Points.
- Develop and manage the UN Women Warden System and ensure compliance with the Mass Notification and Personnel Accounting systems.
- Assist UN Women offices in implementing updated security protocols and procedures.
Security Planning and Compliance
- Oversee the development, implementation, and maintenance of the UN Women Security Plan in alignment with the UN Security Plan.
- Advise on the selection and procurement of security equipment and services.
- Monitor compliance with Security Risk Management Measures (SRMM) and Security and Safety Compliance Surveys (SSCS), providing technical support to UN Women offices for adherence.
- Ensure the timely and accurate completion of security assessments and compliance action plans.
Incident Reporting and Training
- Report security and safety incidents affecting UN Women personnel, assets, and operations, and ensure the timely preparation of incident reports.
- Develop and conduct security awareness, business continuity planning (BCP), and crisis management training for UN Women staff.
- Provide specialized security training and orientation to newly assigned personnel and other relevant stakeholders.
Financial and Budget Management
- Manage the security department’s annual work plan and budget, ensuring resources are allocated efficiently for security-related activities.
- Monitor and report on budget expenditures, ensuring that all security measures and initiatives stay within the approved financial limits.
- Provide input into the preparation and review of UN Women’s security-related budgets and funding requests.
Personnel Management
- Supervise and guide Sub-Regional Security Specialists and other in-country security staff, providing training and mentorship as needed.
- Coordinate with local security teams and assist with the deployment of personnel to ensure the smooth functioning of security operations across various locations.
Additional Duties
- Perform other security-related tasks as required to support the efficient functioning of UN Women operations, including managing air travel safety and liaising with commercial security providers.

Recruitment Qualifications
Education and Certification
- A Master’s degree (or equivalent) in management, security, security management, business administration, law enforcement, international relations, or a related field.
- A first-level university degree, combined with senior-level security qualifications, may be considered in place of a Master’s degree.
Experience
- A minimum of 7 years of progressively responsible experience in security, with at least 2 years in a regional security role.
- Experience conducting security risk assessments and enabling operations through security planning.
- Budget management experience related to field security support is required.
- At least 1 year of experience in implementing a business continuity program.
- Experience in disaster and/or conflict surge support is highly desirable.
- Knowledge of UNSMS is an asset.
Languages
- Fluency in English and Arabic is required.
- Knowledge of an additional official UN language (French, Chinese, Russian, or Spanish) is a plus.
